Tremont West Development Corporation is seeking proposals from qualified consultants to develop a comprehensive neighborhood development plan for the Holmden-Buhrer-Rowley-Mentor-Castle-Clark (HBR-MCC) area. The estimated period for this project is January 2025 – December 2025. The selected consultant will engage with residents, analyze community needs, and propose actionable strategies for enhancing the neighborhood’s growth and connectivity.

The HBR-MCC area is poised for development, and Tremont West aims to create a strategic plan that reflects the community’s vision. This plan will address infrastructure improvements, community engagement, and long-term sustainability.

The selected consultant will be responsible for the following tasks:

Community Engagement:

  • Organize and facilitate public meetings to gather input from residents.
  • Develop outreach materials to encourage community participation.

Needs Assessment:

  • Conduct assessments of existing neighborhood conditions, including housing, transportation, and public spaces.
  • Analyze demographic data and community resources to identify opportunities for improvement.

Plan Development:

  • Collaborate with Tremont West to draft a comprehensive neighborhood development plan based on community feedback and assessment findings.
  • Include recommendations for infrastructure improvements, community programming, and economic development initiatives.

Documentation:

  • Prepare a final report detailing the development plan, including graphics, maps, and key findings.
  • Present the final plan to Tremont West and the community.

Proposal Requirements

Executive Summary:

  • Brief overview of your firm and relevant experience.
  • Project Approach: Description of your approach to community engagement, needs assessment, and plan development.
  • Timeline for completing each phase of the project.
  • Team Qualifications: List of team members, their qualifications, and relevant experience in similar projects.
  • Budget: Detailed budget proposal outlining costs associated with the project, including hourly rates, travel expenses, and materials.
  • References: Contact information for at least three references from previous clients.

Selection Criteria

  • Relevant experience and qualifications of the consulting team.
  • Quality and feasibility of the proposed project approach.
  • Cost-effectiveness of the proposed budget.
  • Ability to meet deadlines and deliverables.
