Tremont West Development Corporation is proud to announce that the Cleveland City Planning Commission has officially adopted the Holmden-Buhrer-Rowley Mentor-Castle-Clark (HBR-MCC) Neighborhood Plan. This milestone represents the culmination of an extensive community-driven planning process that brought together residents, businesses, institutions, and neighborhood organizations to establish a shared vision for the future of Cleveland’s near west side.
Developed in partnership with the Cleveland Urban Design Collaborative (CUDC), the HBR-MCC Neighborhood Plan reflects dozens of hours of community engagement, public meetings, stakeholder interviews, and data analysis. The plan identifies strategies to strengthen neighborhood connectivity, expand housing opportunities, support local businesses, improve parks and public spaces, enhance mobility, and preserve the unique character that makes our neighborhoods special. Most importantly, it provides a roadmap that reflects the priorities voiced by the community itself.
The City Planning Commission’s adoption of the plan is an important step toward implementation. As an officially adopted planning document, the HBR-MCC Neighborhood Plan will help guide future public and private investment, inform land use and development decisions, and strengthen opportunities to secure funding for catalytic neighborhood projects. While adoption marks the completion of the planning process, it also signals the beginning of the work to bring the community’s vision to life.
